CEMETERY REGULATIONS
I. General Rules
A. The Goshen Township Trustees will maintain the cemeteries in the Township
pursuant to the Ohio Revised Code Section 4767.06 (H)
B. The Board of Trustees will be responsible for setting the cost of graves,
opening and closing fees, and foundation fees.
C. The Township will conduct all opening and closings and install all headstone foundations.
D. Permanent plantings of trees, shrubs, and flowers are prohibited.
E. Any permanent plantings which have been made prior to the adoption of these rules and
regulations may be removed at the discretion of the Board of Trustees if they are not
maintained or are found to be a detriment to adjacent lots or monuments.
F. All decorations must be in an appropriate container or stand. Artificial flowers may not be
placed directly in the ground.
G. Any decorations deemed inappropriate or offensive may be removed at the discretion
of the Township Trustees.
H. All fall and winter decorations must be removed by March 15th of each year.
‘ I. No landscape stones, wood chips, or edging of any kind is permitted on graves
or around headstones.
J. Cemeteries are open to the public during daylight hours.
II. Burials
A. Only one full internment is permitted on each grave.
C. Multiple cremations are permitted on each grave, however; no more than four (4) cremations
are permitted on any one (1) grave.
D. Up to three (3) cremations are permitted on a grave with a full internment, only after the full
internment has been made.
D. All full internments are required to be placed in a vault, either concrete or steel.
E. All cremations must be placed in an approved weatherproof container or urn.
F. Pets are not permitted to be buried in Township Cemeteries.
G. A burial permit is required prior to burial of full internments.
H. A copy of the burial permit is required for cremations.
I. Headstones may not be any wider than the grave or graves which they are marking.
Only one (1) headstone is permitted per burial lot.
III. Records and Deeds
A. The Township will maintain burial records and retain burial permits as required
by the Ohio Revised Code.
B. Upon purchasing a lot, the purchaser will be issued a deed for said lot or lots.
A deed does not afford the bearer ownership of the actual property, but rather
the right to be buried on said property.
C. Any owner of graves in Township cemeteries who opt to sell their graves or gift them
to someone else, must provide the Township Fiscal Officer with a notarized letter
detailing the receiver’s name(s) and address.
D. In the event graves are purchased, but not used by the original deeded owner or
intended family members, the graves may be used by other family members providing;
(1) if there are multiple surviving family members, a notarized letter with the
surviving family members signing off, or granting permission to the individual(s)
wishing to use the grave(s) must be provided to the Township Fiscal Officer.
(2) or if there are surviving family members who disagree on who can use the lots,
refuse to sign off, or are unable to be contacted, an order from the Probate Court
stating who may use the graves is required.
(3) At any time Township Officials feel the need for an order from Probate Court
would be in the best interest of all parties involved, one may be required.
IV. Indigent Burials
A. If a Township Resident is determined to be indigent by the Board of Trustees,
the Trustees will pay for the following costs;
(1) the deceased will be cremated with the Township paying cremation costs.
(2) the cremains will be interred in one of the Township cemeteries in a location
to be determined by the Trustees.
(4) the Township will provide a marker with the deceased’s name, date of birth,
and date of death, if known.
